Houston Obamacare 2027: Why a Gold Plan Costs Less Than Silver
Most people shop for health insurance by monthly premium. That can be the wrong number. Below are real 2027 Marketplace plans for one Houston example shopper, the deductible and out-of-pocket maximum behind each, and the simple worst-case math that changes the ranking.
These are HealthCare.gov estimates from its anonymous "See plans & prices" tool, not a quote for you. Your prices depend on your ZIP code, age, household and income. Plan availability and prices vary by location.

Why Gold can cost less than Silver
The premium tax credit is pegged to a Silver benchmark plan. When insurers price Silver plans high, a practice often called silver loading, the fixed-dollar credit can push some Gold plans below the cheapest Silver plan. In this search the Gold plan was cheaper per month and had a $2,200 lower deductible.
Hidden features to check
Every Bronze plan in this search was HSA-eligible, so you could pair it with a health savings account. The Silver and Gold plans shown were not.
All of the cheapest plans shown were HMOs. HMOs generally require you to use in-network doctors and may require referrals; check each plan's provider directory and drug list before you enroll.
The worst-case-year math
Add 12 months of premium to the out-of-pocket maximum to get the most you could pay in a year for covered, in-network care:
- BCBSTX Gold Standard: $3,490 + $8,600 = $12,090.
- BCBSTX Bronze Champion HSA: $1,913 + $11,100 = $13,013.
- BCBSTX Bronze Standard HSA: $1,704 + $12,000 = $13,704.
- Ambetter Signature Silver VALUE: $4,342 + $10,300 = $14,642.
- Ambetter Streamlined VALUE Silver: $4,193 + $11,300 = $15,493.
- In a healthy year with little care, the cheapest Bronze wins on premiums alone ($1,704 versus $3,490 for Gold). The right plan depends on the kind of year you expect.
When Silver wins: $25,000 income
- With income changed to $25,000 (same person), HealthCare.gov estimated a $573-a-month credit and flagged "extra savings" on Silver plans only. Cost-sharing reductions apply below 250 percent of the federal poverty level, about $39,900 for a single person using the 2026 guideline.
- Ambetter Streamlined VALUE Silver: $83.39 a month, $850 deductible, $3,700 maximum (worst case about $4,701).
- Wellpoint Essential Bronze 4000 HSA: $0.00 a month, $4,000 deductible, $10,150 maximum (worst case $10,150).
- A $0 premium can cost about $5,449 more in a bad year than a Silver plan with extra savings.
